In 2004 the Sino-Russia cooperation in economy and trade is moving to maturity constantly and acquiring great achievements. This year Sino-Russia trade continues keeping the good fast-developing momentum, and total value is over US$ 20 billion, a new record, in advance realizing the development goal made by heads of two countries on May 2003. The goods structure of bilateral trade is improved to some extent, two-way investment cooperation is developed constantly, border trade of two countries is becoming close, and proportion of non-state-owned economy accounts for over 60% of trade with Russia, which also emerges the pluralistic trend. All these prove that Sino-Russia trade is realizing scale growth, as well as following the transition of the structure and improvement of quality.
A series of positive achievements are made in the bilateral trade this year. China and Russia bring the bilateral market access negotiations of Russian entry to the WTO to a happy ending, and the two-way recognize each other’s market economic status; work of standardizing trade order starts in an all-round way, the two-way hold the first meeting of working group to standardize trade order, and sign the relevant memorandum of understanding to guide non-governmental trade between two countries to a direction of sound development progressively; "Sino-Russia cooperation in economy and trade website", established together by Ministry of Commerce of PRC and Ministry of Economic and Trade of Russia, has been already put into operation, offering effective information service for the cooperation in business field of two countries.
Cooperation of China and Russia in the fields of exploration and development of energy and resources makes positive progress, the two sides make medium and long-term goal of crude oil trade, starting some projects of forest exploration and processing; cooperation in science and technology, nuclear energy, space etc., has breakthrough, the scientific garden and industrialization base, jointly built by China and Russia, show great vigor; Financial cooperation was deepened further, two countries have signed an agreement to spread in an all-round way to settle account with home currency in Sino-Russia border trade, our relevant banks have signed the agreement of buyer's export credit with the Russia, total value is US$ 1 billion; The information technological cooperation makes progress. We can say that the Sino-Russia cooperation in economy and trade has already entered an all-round new developing period.
What deserves to be mentioned is that, taking Sino-Russia Premier's regular meeting as the core, the consultation mechanism at all levels operates high-efficiently between two countries. It is meaningful for solving problems appeared in the cooperation in various fields between two counties, offering effective mechanism guarantee for promoting implementation progress of great economic technological cooperative projects and development of bilateral trading in the future.
China and Russia have made achievements well known all over the world in national economic development, market potential in the two countries is enormous, and cooperation in economy and trade has a bright future. Especially, both countries set a target to double GDP by 2010, providing an unprecedented opportunity for bilateral cooperation in economy and trade. Under this background, leaders of two countries put forward a new goal that the value of bilateral trade is to reach US$ 60 billion to US$ 80 billion in 2010, and China’s investment in Russia to reach US$ 12 billion in 2020. As gradual optimization of the cooperation structure in economy and trade, this will promote the bilateral trade to go up to a new stage effectively, and play an even more important role to consolidate and substantiate strategic partnership of the two countries.
Wish China and Russia to forge ahead hand in hand, and create bright tomorrow of Sino-Russia cooperation in economy and trade.
